Google wants to restore the applications they deleted this week on the condition that these apps will only be made available to users outside of the US. The software in question would violate the terms and conditions of T-Mobile USA and were therefore deleted.

Google took several applications which make tethering possible offline this week. Tethering is a way to make a phone serve as a modem so you can link all kinds of other hardware like laptops to your 3G network. The company will however make these applications available again on the condition it will only be available to customers outside of the United States, that's what has been told to one of the developers.
Earlier this week Google deleted the software for it was conflicting with the terms and conditions of T-Mobile USA. Luckily tethering is not forbidden in all countries and many complaints from users started flooding in about their rights to use this software and that they are wrongly being kept from downloading these applications. Google's new measure does show that Google can make apps in Android Market visible or invisible for users from a certain country.
