The last version of Windows 7 before it's final DVD pressing is the release candidate. This RC would be made available for the public on May 5th, according to an announcement that Microsoft removed soon after publication.

For some time last weekend a website of Microsoft's Partner Program reported that the release candidate of Windows 7 was available at this instance. This latest development version of the operating system would only be available to users with access to MSDN or Technet: a public version of the release candidate would be available for download from May 5th according to the pucblication. That would be consistent with an earlier post on Microsoft's Technet which was also removed by Microsoft swiftly.

Microsoft, however removed the page and replaced it with a version which had been already been on the website before. Through MSDN or Technet, only the beta version of Microsoft's new operating system is available for download and there are no traces of a possible release candidate. The only users who have access to Windows 7 RC would have been the major OEM partners of Microsoft, like Dell and Siemens, as Ars Technica reports on a message from Microsoft Online Concierge Chat.
